Who was that guy on just for laughs who made a joke about how french men are different from english men?

I was watching just for laughs a couple of minutes ago and I missed the name of this guy. He was bald and was wearing a beige shirt. And he made a couple more jokes about his "nona" who only spoke in sound effects. and his wife with the tissue paper pants. I'm sorry if im not being that clear, but i appriciate your help. :) thank you.
